Cook the dried shrimp paste. Heat oil in a small pan over medium heat and add dried shrimp paste. Cook the paste for 45 seconds to 1 minute, until fragrant, then mash thoroughly. Cool and set aside.
Grind or process ingredients. Add the cooked shrimp paste along with the garlic, salt, sugar, and bird’s eye peppers to a mortar or small food processor. Grind or process until smooth.

Although you can cook purchased Sambal Terasi, it is best used as a dipping sauce for your favorite dishes.
There are some countries around the world where Sambal Terasi is not readily available, for example the UK. A very good substitute for Sambal Terasi is to buy long red peppers, especially bird’s eye peppers, and grind them into a paste along with other ingredients like lime juice, palm sugar, optional tomatoes and garlic.

My mom makes killer sambal terasi, and every time she visits, she likes to bring her homemade sambal terasi all the way from Indonesia to the United States. I’m sure everyone has their own version and trust it, but this is how we do it. 🙂
Sambal terasi (or sambal belacan) is an Indonesian chili sauce made with a mixture of peppers, shallots, garlic, tomatoes, palm sugar, and most importantly, terasi.

Terasi/belacan/shrimp paste is a block of fermented small shrimp (in Indonesian they call it rebon) that is dark chocolate in color and has a very natural, sticky and spicy taste.
So, Sambal Terasi Matang is a fully cooked version of Sambal Terasi, i.e. Indonesian chili sauce with shrimp paste.
When Indonesians say sambal terasi, people understand that they mean the raw/cooked version. This is a type that is made fresh just before eating and can be eaten all in one meal.
On the other hand, this matang/cooked version, if fully cooked and stored properly in sterilized jars, will last for days, if not weeks.

Any recipe that calls for terasi/belacan/shrimp paste should be toasted before use. Through toasting we transform the smelly shrimp paste into something fragrant. I know it sounds strange. You might be thinking, how can this smell, but trust me, it smells great. Once you toast it, it will be fragrant.
Hold the piece with steel tongs and set it on fire. Of course, this only works if you have a gas range.
Place the terashi pieces in a frying pan and fry them without oil until crispy and fragrant. Cooking time largely depends on the thickness of the slices, but should take approximately 5 to 10 minutes.

Toast the terashi slices in a toaster/oven at 190 degrees Celsius (375 degrees Fahrenheit) for about 5 minutes.
Place the terashi pieces in a microwave-safe bowl and cover the bowl with a microwave-safe plate. Cook the terashi pieces in the microwave for 30 seconds.
Whichever method you choose, bake or cook the terasi/belacan until it turns pale and becomes brittle. Once it gets to the right state, you should be able to break it apart with your fingers quite easily.

If you want to store red peppers as a gift like my mom did, be sure to put the ripe red pepper paste directly in a sterilized glass jar. An unopened bottle will keep in the refrigerator for at least 1 month. After opening, please finish the sambal terasi within one week.
